One Helmet to Rule Them All

One Ring to rule them all, One Ring to find them, One Duck  to wring them all and in the darkness bind them

This little twist on Tolkiens famous poem is a pointer towards Carl Barks famous story about the Gold Viking Helmet

The Helmet of Power
Donald Duck finds a Viking Gold helmet and a deerskin map which turns out to be the deeds to North America. The poor Duck has suddenly become The Supreme Ruler, and his words will be law. The gold helmet and his sudden rise to power lead to an instant personality change. Donald decides to change the taxation system in North America by removing the old taxation system and introducing The Breath taxation system.
Donald: - Every breath they take will cost ‘em money!

A Rise to Power
Another Donald has now risen to power in North America. It is going to be interesting to observe what he is going to do with the taxation systems and how he is going to tackle the enormous debt with which his predecessors have burdened USA. The new president might find the Helmet of Gold heavy.
